Without context i have to guess but it PROBABLY means: "what is it about this problem that confuse you so much?"
どこ: where/which part of the problem
迷う: get confused
必要: "need" but understood as "something make you do/feel a certain way" like "こんなことに怒る必要があるか？why does this makes you so angry/it's nothing to be angry about"
